Latest data from the U.S.D.A. shows U.S. food stamp participation by state increased 0.9 in November from the month prior.

Below are the top 10 highest participation rates in the USDA Supplemental Nutrition Assistance Program (SNAP) by state, as a percentage of the population. Also shows month-over-month and year-over-year rate of change.

1. District of Columbia, 23% of the population is on food stamps, up 1.1% month-over-month, 15.8% year-over-year,

2. Mississippi, 20.8% of the population is on food stamps, up 0.9% month-over-month, 7.6% year-over-year.

3. Tennessee, 20.1% of the population is on food stamps, up 0.1% month-over-month, 6.6% year-over-year.

4. New Mexico, 19.9% of the population is on food stamps, up 1.5% month-over-month, 19.6% year-over-year.

5. Oregon, 19.6% of the population is on food stamps, up  0.7% month-over-month, 11.5% year-over-year.

6. Louisiana, 19.3% of the population is on food stamps, down 0.5% month-over-month, up 8% year-over-year.

8. West Virginia, 19% of the population is on food stamps, up 0.3% month-over-month, 4% year-over-year.

10. South Carolina, 18.4% of the population is on food stamps, up 1.5% month-over-month, 8.8% year-over-year.
