Changes in Documentation Required for Passport

Applying for a Passport requires a lot of documentation for proof of identity, proof of address and proof of date of birth. The Ministry of External Affairs, till now, required all applicants born on or before January 26th, 1989 to produce a Birth Certificate as proof of date of birth. This rule has now been removed and an applicant may use one of the following documents to prove his/her date of birth:

  • Transfer/school-leaving/matriculation certificate
  • PAN Card
  • Aadhaar Card/e-Aadhaar with Date of Birth
  • Extract of the service record of the individual
  • Driving License
  • Election Photo Identity Card (EPIC)
  • LIC Policy bond

The Ministry of External Affairs has also done away with the rule that required divorcees or separated individuals to provide their spouse's name. Online passport applications will only require one guardian or parent's name, thereby, allowing single parents to apply for Passports for their children.

The government has also allowed sadhus and sanyasis to provide their guru's name as their parent's name, but they will need to provide at least one of these public documents which has their guru's name recorded:

  • Election Photo Identity Card (EPIC)
  • PAN Card
  • Aadhaar Card/e-Aadhaar

The head of an orphanage or a child care home can now provide a declaration of the date of birth for children in their care who do not have any other form to verify their Date of Birth, like, a Birth Certificate, Matriculation Certificate, etc.
